verso labeled: (Associated Press Wirephoto) A CONVICT in the Saarbruecken prison is shown casting his ballot in the Saar plebiscite. While the general vote took place Sunday, prisoners were permitted to cast their ballots a few days before. This picture, just arrived in New York, was wirephotoed to The Journal.
