Already assuming the proportions of another Saar plebiscite is the coming elections in Memel, to determine whether the autonomous territory, taken from Germany by the Treaty of Versailles, and since under the protection of Lithuania, is to be returned to the Reich, to remain independent or to favor incorporation with Lithuania.
