Berlin -- Rumanian Foreign Minister Grigore Gafencu (left) conferring with Adolf Hitler (lright), April 19. Just after the German government announced a "far-reaching agreement" with Rumania. However Gafencu was understood that same night to have insisted that Rumania was determined to maintain an absolutely neutral position despite Nazi efforts to draw Bucharest closer into the German political orbit.
